The IIEP initiated a research project to examine the private sector of higher education principally in transition economies and selected countries of Asia and Africa. All of the studies analyzed policy changes in the countries in favour of the private sector, trends and patterns in the growth and expansion of private higher education institutions and the sources of financing and management of private institutions. The studies indicate that many of the private higher education institutions that emerged in the 1990s are small in size and offer courses in limited subject areas, even when they are in market-friendly fields. Based on the studies, the IIEP organized a policy forum on the theme in Georgia. This forum provided an opportunity for policy-makers and professionals to exchange views and develop a common understanding of problems and prospects in the emerging private sector. The present volume contains papers prepared for the policy forum based on research carried out within the framework of the programmes of the IIEP. [résumé éditeur]
