| Résumé : | This booklet contains four modules with activities for capacity building. These modules cover the following four broad areas : policy & context; civil society: civic participation and public-private partnership ; planning for district education and local governance; and school based governance. In the two booklets are furthermore included a list of relevant international human rights documents for background information and inspiration, as well as for continu ed advocacy and awareness raising. The elements are inspirational in nature and intent, neither are conceived as a stateof-the-art to-do list nor as the last word in the debate on local governance.
